UAE: The Emirate of Abu Dhabi is set to host the third edition of the World Local Production Forum (WLPF), organized by the World Health Organization (WHO) and supported by the Emirates Drug Establishment (EDE), from April 7 to 9, 2025. The forum will bring together over 4,000 global stakeholders, including ministers, senior government officials, international organizations, private sector leaders, financial institutions, civil society members, and industry experts.
World Local Production Forum will focus on developing sustainable local production solutions that enhance healthcare systems, promote economic resilience, and address global health challenges. Under the theme “Advancing Local Production for Health Equity, Global Health Security, and Sustainable Development,” the forum will tackle critical issues related to technology transfer, innovation, digitalization, pandemic preparedness, and equitable access to health products.
Her Excellency Dr. Fatima Al Kaabi, Director General of the Emirates Drug Establishment, emphasized the UAE’s leadership in innovation and its dedication to advancing healthcare through technology, research, and regulatory excellence. She highlighted the EDE’s role in ensuring the safety and quality of pharmaceutical products and its continued investment in sustainable healthcare solutions. Dr. Al Kaabi also noted that hosting the WLPF strengthens the UAE’s partnership with the WHO and supports the country’s strategic vision for global health collaboration and forward-looking policies.
She stated that the forum offers a crucial platform for key decision-makers and stakeholders across sectors to engage in dialogue on building resilient and efficient local production systems. The event reinforces Abu Dhabi’s position as a global hub for innovation and investment in the healthcare and pharmaceutical sectors.

The first day of the forum will include keynote speeches and high-level panel discussions featuring prominent figures such as His Excellency Abdulrahman bin Mohamed Al Owais, Minister of Health and Prevention (MoHAP); Her Excellency Dr. Fatima Al Kaabi; Dr. Tedros Adhanom Ghebreyesus, Director-General of the World Health Organization; and Dr. Yukiko Nakatani, WHO Assistant Director-General for Access to Medicines and Health Products.
The forum plays a vital role in advancing national capabilities in health product manufacturing, supporting pandemic readiness, and promoting health security on a global scale. It aligns with ongoing efforts to develop effective, scalable, and sustainable approaches to local production that address both national and international healthcare priorities.
The official agreement for the UAE to host the event was signed in January 2025 in Abu Dhabi. The ceremony was attended by His Excellency Dr. Thani bin Ahmed Al Zeyoudi, Minister of State for Foreign Trade and Chairman of the EDE Board; Her Excellency Dr. Fatima Al Kaabi; and Dr. Yukiko Nakatani of the WHO.
