GDRFA Dubai Celebrates Graduation of ‘Creative Talent Care’ Diploma

DUBAI: The General Directorate of Identity and Foreigners Affairs – Dubai (GDRFA Dubai) celebrated the graduation of the eighth cohort of the “Creative Talent Care” Diploma during an official ceremony, marking the successful completion of a three-month program focused on applied learning and hands-on innovation.

The program, designed to transform institutional challenges into practical solutions, saw 35 participants present five innovative projects addressing strategic organizational issues. These projects combined analytical thinking, teamwork, and alignment with institutional development needs, contributing to improved service delivery and sustainable outcomes.

The graduation ceremony was attended by top leadership, including H.E. Hessa bint Essa Buhumaid, Director General of the Community Development Authority – Dubai; H.E. Lieutenant General Mohammed Ahmed Al Marri, Director General of GDRFA Dubai; H.E. Dr. Ahmed Saeed bin Meshar, Secretary General of the Supreme Legislation Committee – Dubai; H.E. Dr. Abdulrahman Al Muaini, Assistant Undersecretary for Intellectual Property, Ministry of Economy and Tourism; H.E. Dr. Yousuf Al Assaf, President of Rochester Institute of Technology – Dubai; and Major General Obaid Muhair bin Suroor, Deputy Director General of GDRFA Dubai.

Lieutenant General Al Marri highlighted that innovation is a core approach at GDRFA Dubai and described the program as a practical platform to identify talent, empower skills, and convert knowledge into implementable solutions that enhance institutional performance.

The diploma program combined theoretical learning with intensive hands-on application, including specialized courses in modern innovation practices. Academic collaboration, particularly with Rochester Institute of Technology – Dubai, enriched the curriculum and connected learning with practical outcomes, reflecting the value of partnerships between government and academia in building national capabilities.

The “Creative Talent Care” Diploma is part of GDRFA Dubai’s broader commitment to embedding a culture of innovation, investing in national talent, and fostering capabilities that contribute to enhanced government services, forward-looking strategies, and long-term institutional performance.
