GDRFA Dubai signs cooperation agreement under ‘Pioneers for Excellence’ initiative at GITEX Global 2025

Dubai: The General Directorate of Identity and Foreigners Affairs – Dubai (GDRFA Dubai) has entered into a cooperation agreement under the “Pioneers for Excellence” initiative, supervised by the Dubai Government Excellence Program.

The agreement, signed during GITEX Global 2025 at the Dubai World Trade Centre, brings together several government entities, including the Legal Affairs Department of the Government of Dubai, the Dubai Government Human Resources Department, the Community Development Authority, the Awqaf and Minors Affairs Foundation, and the Dubai Sports Council.

Signatories included H.E. Lt. General Mohammed Ahmed Al Marri, Director General of GDRFA Dubai; H.E. Hessa Essa Buhumaid, Director General of the Community Development Authority; H.E. Dr. Louay Mohammed Al Balhoul, Director General of the Legal Affairs Department; H.E. Essa bin Nasser bin Natouf, Executive Director of the Dubai Government HR Department; H.E. Ali Mohammed Al Mutawa, Secretary-General of the Awqaf and Minors Affairs Foundation; and H.E. Saeed Mohammed Hareb, Secretary-General of the Dubai Sports Council. A number of assistant directors general and senior officials were also present.

The agreement seeks to enhance institutional cooperation through knowledge-sharing, application of best practices, and strengthening government performance. It outlines the formation of a joint working team to coordinate implementation mechanisms, set performance indicators, and organize developmental workshops to boost institutional readiness and foster a culture of excellence in government work.

H.E. Lt. General Al Marri said the partnership reflects Dubai’s vision of building a leading government founded on collaboration, innovation, and knowledge-sharing.

“We take pride in our participation in the ‘Pioneers for Excellence’ initiative, which represents an advanced model of governmental integration. Through it, GDRFA Dubai seeks to share its experiences in institutional excellence to support the broader government ecosystem, in line with the leadership’s vision of positioning Dubai as a global benchmark for service quality and efficiency,” he said.

He added that the agreement demonstrates GDRFA Dubai’s commitment to empowering government entities to strengthen internal systems, improve sustainability, and reinforce a culture of excellence.

The initiative, launched by the Dubai Government Excellence Program, is designed to support government institutions by creating knowledge partnerships with distinguished entities, ensuring Dubai continues to serve as a global model for governance and innovation.
