ABU DHABI: On the sidelines of the Abu Dhabi Dialogue 2026, Federal Minister for Overseas Pakistanis and Human Resource Development Chaudhry Salik Hussain held a meeting with Hans Leo J. Cacdac, Secretary of the Philippines’ Department of Migrant Workers.
During the meeting, the chairman of the Employees’ Old-Age Benefits Institution (EOBI) briefed participants on Pakistan’s social security framework, outlining eligibility criteria, benefit structures, disbursement mechanisms and the institution’s financial model.
The Philippine side shared an overview of its pension and social security systems, with both sides expressing interest in studying each other’s models in greater detail and learning from relevant best practices.
The Philippine delegation also highlighted its comprehensive pre-departure training model for migrant workers, sharing insights into skills preparation and worker readiness before overseas employment.
Chaudhry Salik Hussain underscored the role of the National Vocational and Technical Training Commission (NAVTTC) in vocational skills development and briefed the meeting on key institutions operating under the ministry, including the Overseas Pakistanis Foundation (OPF) and the Bureau of Emigration and Overseas Employment (BEOE).

The Philippine side expressed interest in gaining a deeper understanding of Pakistan’s legal and regulatory frameworks governing these institutions.
Both sides agreed to maintain close engagement and to continue sharing information on registration, training and reintegration mechanisms for migrant workers, with the aim of strengthening bilateral cooperation and benefiting from each other’s experiences.
Senior officials from the Pakistan and Philippines diplomatic missions in the UAE were also present during the meeting.
