PPP Senator Calls FIA, NCCIA “Corrupt”; Seeks NAB Probe Into CDA Land Allotments

ISLAMABAD: Pakistan Peoples Party Senator Palwasha Khan on Monday accused the Federal Investigation Agency (FIA) and the National Cyber Crime Investigation Agency (NCCIA) of being “corrupt institutions”, urging that all illegal land allotment cases be referred to the National Accountability Bureau (NAB).

She made the remarks during a meeting of the Senate Standing Committee on Privileges, chaired by Senator Waqar Mehdi.

CDA Chairman Muhammad Ali Randhawa briefed the committee, stating that the authority had its records scanned through the Punjab Land Revenue Authority and was pursuing all court cases professionally. He said the CDA would comply with court decisions and was accountable if any wrongdoing was proven. Randhawa also questioned how the CDA could take a position on cases currently before civil courts.

Officials informed the committee that several farmhouse allotment cases — each worth around Rs1.5 billion — were still pending.

PPP Senator Rubina Khalid criticised the CDA for failing to fulfil its responsibilities toward affected citizens. She also questioned how a single plot had been transferred five times within the CDA office, a matter CDA officials could not clarify satisfactorily.

Randhawa said the authority was computerising land records and would not delay proceedings. He added that cases involving corrupt CDA employees were being handed over to the FIA.

Senator Palwasha rejected the move, saying the FIA and NCCIA were corrupt and recommending that all allotment cases be forwarded to NAB after obtaining complete details.

However, PML-N Senator Saadia Abbasi questioned how a sub judice case could be sent to NAB. Senator Palwasha further alleged that several junior CDA employees had been wrongfully dismissed.

The committee sought full records of all fake plot allotment and transfer cases and directed the CDA chairman to submit the documents without delay.

During the meeting, lawmakers also raised multiple complaints regarding accommodation at the Parliament Lodges. Randhawa assured the committee he would visit the lodges personally to address the issues.
