Pakistan approves in-flight internet and mobile services

PTA issues draft licence for satellite-based telecom services onboard aircraft

ISLAMABAD: The Pakistan Telecommunication Authority (PTA) has given in-principle approval to allow internet and mobile services on airplanes, issuing a draft licence for in-flight satellite-based telecommunications services.

According to the PTA, the licence fee has been set at $10,000, while no spectrum fee will be applied initially, though it may be reviewed in the future.

The draft licence has been released for consultation, and stakeholders have been invited to submit their feedback and recommendations by May 31.

Under the proposed framework, licence holders will be allowed to provide internet and mobile telecom services onboard aircraft using satellite systems. However, mobile services will only be permitted at an altitude above 3,000 metres.

The licence will be valid for 10 years, with an option for renewal. Operators will be required to obtain a formal certification from the PTA before launching services and must begin operations within 12 months of obtaining the licence.

The draft also mandates that data storage and processing must take place within Pakistan. Satellite operators will be required to register with the Pakistan Space Activities Regulatory Board (PSARB).

Additionally, international bandwidth must be sourced from locally licensed Long Distance and International (LDI) operators.

The PTA has also included strict conditions to ensure user data privacy and security, prohibit the use of unapproved telecom equipment, and maintain service quality in line with international standards.

Any transfer of the licence will require prior approval from the PTA, and violations of the rules may result in suspension or cancellation of the licence.
