Pakistan Issues Strong Demarche to Norway Envoy Over Interference Incident

Foreign Office protests envoy’s presence at Supreme Court hearing, terms it a violation of diplomatic norms

ISLAMABAD: Pakistan has issued a strong demarche to the Norwegian ambassador over what it described as an unacceptable intrusion into the country’s internal judicial matters. The move comes after the envoy’s presence at the Supreme Court of Pakistan during the hearing of the Iman Mazari case on 11 November 2025.

According to the Foreign Office, the ambassador’s attendance at a sensitive, sub judice proceeding was not only beyond diplomatic norms but also amounted to direct interference in Pakistan’s internal affairs. Officials said the act constituted a clear violation of Article 41 of the 1961 Vienna Convention, which obligates diplomats to respect the laws of the host country and refrain from involvement in domestic matters.

Diplomatic sources noted that the presence of any foreign envoy in such a high-profile and sensitive court hearing can create an impression of attempting to influence judicial processes — a serious breach of international conventions and diplomatic responsibilities.

The Foreign Office said this was not an isolated incident, pointing to evidence that certain Norway-based NGOs, particularly those operating under the banner of human rights advocacy, have been extending support and platforms to groups involved in anti-Pakistan activities.

In response to what it called an “irresponsible approach”, Pakistan formally issued a demarche, making it clear that no form of interference in its internal affairs will be tolerated. The statement underscored that Pakistan is a sovereign state fully capable of safeguarding its autonomy under established global diplomatic norms.
